Create Managed Account Smart Rule from Assigned Attributes and an optional Smart Group

Creates a Managed Account-type Smart Rule whose selection criteria are one or more Assigned Attributes filters,
optionally combined with membership in an Asset-type or Managed System-type Smart Rule. When SmartRuleID is
supplied, the endpoint resolves the referenced rule's type and adds the corresponding Asset Smart Group or
Managed System Smart Group filter. AttributeIDs may span multiple AttributeTypes; one 'Assigned Attributes'
filter (action 'has any of', 'Exclude accounts where attribute is unassigned') is created per distinct
AttributeType.
