Remove Managed Account from Quick Rule

A rule cannot be left in an invalid state; it must contain at least one Managed Account.

To replace all accounts in the rule, see PUT QuickRules/{quickRuleID}/ManagedAccounts/.
To delete the rule, see DELETE QuickRules/{quickRuleID}/.
